Consulates and embassies in neighboring countries are now asking for a police clearance and what first started in Penang seems to be the norm at other places.
I've read that some people were asked to show a clearance from their home countries, but also one from the Thai Police headquarters in Bangkok.
Be aware that they might send you back to Thailand if you don't have the clearance! I'm trying to check at my local police station if I can submit my fingerprints there and send it off with the application form to Bangkok.'
In the past, there were people who stated that it would be possible, but there's no answer online.
