I came across this information on face book.

From the article, it would allow foreigner's with a marriage or retirement visa to work as volunteer teachers. Wages for foreign teachers are very low. Now, I have to compete against those who want to work for free.

That link must be a part of a group that I don't belong to, as it comes back with an error stating that the content is unavailable or only visible to an audience I don't belong to. However, I do recall seeing a post somewhere where the author claimed that the government was toying with the idea of getting a foreign teacher into every school. The premise of the article was that the only viable way to do so would be to tap into the crowd mentioned in your post. Ultimately, the tone of the article was that this idea was in its infancy, and they were facing serious obstacles sorting out how to account for an issue work permits and make it legal for such people to work in this capacity.

I will believe it when I see it. I don't believe it will ever come to fruition like so many other things here. That was the taste the tone and content of the article left in my mouth anyway.

I am a member now.  That is the same piece I read.  I thought it was Richard Barrow, but I couldn't find it on his site.

Working with a marriage visa has always been possible, I have been doing it for over 10 years. Also getting a TL with a marriage visa also seems to be possible, as my Teacher's License is 'in the mail'!

Being allowed to volunteer with a retirement visa would be a big change, but I don't see it changing the market that much.
